Launch of the Mobile Government Strategy

Government services to be available on mobile

The Government has today launched a Mobile Government Strategy which will enable public services to be accessible on mobile devices at any time and from anywhere. 

The strategy forms part of the renewal process of the Public Service, with the aims of reducing bureaucracy, facilitating processes and increasing the quality of the services rendered. 

During a press briefing, MITA’s Executive Chairman, Mr Tony Sultana gave a presentation about the main goals of the strategy. He explained that while other strategies are usually spread over a period of four years, this cannot be the same in the case of mobile government services as the advances in technology are too fast for a strategy to last more than two years. 

Mr Sultana explained that the strategy is based upon 11 principles, namely the access to government services, the simplification of processes, Government’s availability to citizens, mobile apps that are easy to use, collaboration between Government departments to provide all the information on one app, awareness about the apps and creating trust in their use. 

The strategy will have three phases. During the first phase, which has been launched, a number of mobile apps will be produced and launched in March 2017 for the use of the general public. In March 2018 there will be a launch of more mobile apps and then in December 2018 the apps will not only be used by the public, but also by the public services officers. 

The Principle Permanent Secretary, Mr Mario Cutajar explained that in the first phase 17 mobile apps have been launched for testing within 23 focus groups. In March, these apps will be available for the public. Mr Cutajar also said that the next level to reach is that of the “Once Only Principle” where citizens only give their information to government once. 

Regarding people who are not comfortable using technology, the Principle Permanent Secretary revealed that in the coming weeks Government will open more one-stop-shops through which more than 250 Government services will be provided in the centre of the Maltese communities.
